Secretary Rumsfeld pejoratively designated traditional Atlantic Alliance allies as ''Old Europe'', to distinguish them from the freshly minted, cooperative states of ''New Europe''. In doing so, Rumsfeld accused ''Old Europe'' of yet again relying on the United States to solve shared security problems.
